Yarriambiack Shire Council is advising that several local road sections in the Minyip area have been formally discontinued following a Council resolution earlier this year.
The closures are a condition of the Victorian Government-approved work plan for the
Donald Rare Earth and Mineral Sands Project
and will help keep road users and site workers safe.
At its Ordinary Council Meeting on 28 January 2026, Council resolved to discontinue the following sections of local government roads after undertaking the community consultation process in accordance with legislative requirements. The roads discontinued are:
R Funckes Road (green),
A B Funckes Road (yellow),
Westerlands Road (red),
Unnamed road (blue).
This decision was officially published in the
Victorian Government Gazette
(G11) on Thursday 12 March 2026, which is the date discontinuance took effect.
What does this mean?
These road sections are no longer public roads (and not available for public access).
The land has reverted to Crown land.
The land will now be managed under relevant Crown land legislation.
The affected sections identified are shown on the plans published with the Gazette notice.

As part of Road Discontinuation negotiations,
Donald Project Pty Ltd
(
DMS
) will upgrade the following roads, pending a successful Final Investment Decision:
Walsh Lane (from dirt to gravel),
Gun Club Road - east of Walsh Lane to Rowe Road (from dirt to gravel).
Both upgrades are to be completed in the first year of mining operations.
In addition,
DMS
has committed to paying for the re-sheet of Burrum Lawler Road from Minyip Rich Avon Road intersection to R Funckes Road intersection; and
Committed to covering annual maintenance grading and material expenses for perimeter mine site roads.
DMS
agreed to upgrade Gun Club Road from Burrum Lawler Road to Walsh Lane from dirt to gravel during operations, and to monitor traffic on Gun Club Road from Burrum Lawler Road to Minyip Banyena Road after start-up for possible further upgrades.
